The Annual Parish Meeting is, in legal terms, a quite separate body from the Parish Council. Its decisions are not binding on the council, though the Parish Council do take heed of what is said at the meeting.

 Purpose of the Annual Parish Meeting.

The purpose of the annual meeting is to explain to the parish what has been going on in the last year and enable parishioners to speak on any matter of local interest.

Who can attend?

The Annual Parish Meeting is open to all electors of Upton Bishop Parish.

This is NOT a meeting of the Parish Council, where electors who are not Councillors have no automatic right to speak (although Upton Bishop Parish Council does have a set time during Parish Council meetings when electors can raise matters of concern to them).
